How to Import Second Hand Clothes to Zambia

Importing used clothing into Zambia starts with the contents of the order, not just the price per kilogram. You may already know which clothing your customers buy. The next decision is whether the quoted goods, packing and import-cost assessment describe a load you can actually bring into Zambia and sell.

Put the destination exclusions into the order before packing, then compare the supplier’s quotation with your appointed clearing agent’s assessment. That comparison needs the actual goods, the accepted customs value and the delivery point covered by the quote. A commercial grade, a fumigation certificate and a freight price each answer different questions; none replaces the other checks.

Quick Takeaways

  • Exclude prohibited used underwear and nightwear from the order. Fumigation does not make those categories acceptable.
  • A commercial grade describes the quoted condition. Customs classification depends on the actual goods, including whether they show appreciable wear.
  • The January 2026 tariff compares 25% duty with K2.5 per kilogram for heading 6309 and takes the higher amount. Separate surtax and VAT also need assessment.
  • A quotation ending at a coastal port may leave costs before Zambian entry unresolved. Identify what is included before adding another transport charge.
  • Settle accepted treatment evidence, packing instructions and the clearing-agent appointment before the shipment reaches the border.

What to Exclude When Importing Used Clothing Into Zambia

Keep prohibited used categories out of the order before the bales are packed. ZCSA’s published explanation of ZS 559 identifies restrictions on used undergarments and nightwear, including briefs, bras, pyjamas and nightgowns. The agency reiterated the restriction in an August 2025 notice. This guidance was checked on 26 October 2026; it is not a general ban on all secondhand clothing.

For example, imagine a mixed used-clothing order described as Grade A that includes used pyjamas. The supplier’s condition assessment does not remove the category restriction. A fumigation certificate does not change it either. Your written brief needs to identify the accepted clothing and exclude those used categories, rather than relying on “mixed clothing” to mean the right assortment automatically.

Indetexx offers mixed and category-specific bales and uses an order-specific Grade A/B/C classification framework. Send the Zambia destination and category exclusions alongside the condition definition you want quoted. Ask which requirements can be met for the current order and obtain the written details. The available bale options and grade framework help you specify the goods; they do not by themselves establish that an unspecified load meets Zambia’s requirements.

Supplier selection and order acceptance are separate decisions. Our used-clothing supplier options for Zambia cover the sourcing question. For a particular container, the useful next step is to settle the goods description and exclusions with the supplier and your appointed agent before that description reaches the customs paperwork.

Use the Actual Clothing Description for Classification

Describe the actual goods rather than assigning every compressed bale the same tariff heading. Chapter 63 Note 3 of the January 2026 Zambian tariff requires the listed articles under heading 6309 to show appreciable wear and to be presented in bulk, bales, sacks or similar packing. The packing format is only part of that test.

A bale of worn resale shirts and a bale of unworn stock shirts can look similar from the outside. Putting both into compressed packaging does not make the unworn goods “worn clothing”. Equally, wearable garments should not be described as rags simply to change the declaration. An unclear invoice description can leave the agent assessing different goods from those the supplier intends to load.

Give the agent the category and condition description for the actual order, including any separately quoted goods. Our guide to worn clothing and rags classification explains the general distinction. The Zambia assessment still needs the applicable classification for the goods being imported; do not automatically extend the clothing line to shoes, toys or other categories added to a container.

Check the Zambia Entry Value Before Applying the Duty Rate

A useful import-cost comparison needs a shared delivery boundary. A supplier may quote goods at origin or include freight to a named coastal port. Zambia’s customs valuation does not automatically stop at that coastal gateway. ZRA defines value for duty purposes, or VDP, using the Kwacha equivalent of the goods price, insurance, freight and other incidental import costs up to the port of entry in Zambia.

That distinction changes how you read the quotation. If a transport quote ends at the coast, identify the remaining movement and assessable costs to Zambia’s entry point. If another quote already includes that leg, do not add it again. Delivery beyond entry to your warehouse still matters to the business budget, but it should be identified separately rather than treated as the same valuation boundary without the agent’s assessment.

Use the following comparison to locate gaps in the actual offers. It is a buyer’s working method, not a compulsory customs form or a statement that one supplier provides every service.

Delivery after entryTransport and handling to the final receiving locationIdentify what remains outside the quote and budget it separately.

Read across each row before comparing the totals. One offer may appear cheaper because it stops earlier, while another includes a transport leg or handling item the first leaves open. The purpose is to expose those differences. It does not mean adding every possible charge to both offers or assuming every commercial cost belongs in VDP.

Compare Both Customs-Duty Branches

For worn clothing classified under 6309.00.00, the January 2026 tariff lists 25% or K2.5 per kilogram, whichever is greater. Both branches produce a Kwacha amount. Applying only the percentage can therefore understate the customs-duty component, even when the accepted customs value is correct. Have your agent confirm the classification, assessable weight and any applicable origin treatment or exemption for the actual order.

Consider a purely hypothetical assessment with VDP of K120,000 and an assessable weight of 20,000 kg. The percentage branch is K120,000 × 25% = K30,000. The weight branch is 20,000 × K2.5 = K50,000. The higher amount is K50,000, so that is the customs-duty component in this example. Using the percentage alone would leave a K20,000 gap.

Those inputs are invented to explain the calculation. The weight is not a stated container capacity, and the result is not a supplier quote, a complete customs bill or a landed-cost total. It excludes surtax, VAT, regulatory and clearing-agent fees, freight and every other charge.

The same 2026 tariff separately lists 10% surtax for 6309.00.00. ZRA’s import guidance states 16% standard import VAT, while its VAT guide explains that the taxable value of imports includes VDP plus duties and other charges. Ask for the written bases and calculation for the actual shipment; adding the published percentages is not a complete assessment.

Indetexx’s 20ft and 40ft container options let you discuss the proposed order and packing against a specific shipment plan. State the chosen option and the named delivery point when requesting the current quotation. Then match that quotation scope with the agent’s valuation and cost assessment. The container option does not establish a fixed payload, a freight rate or coverage of every inland leg.

Discuss the Current Requirement

Resolve Treatment, Packing and Clearance Before Loading

Resolve the accepted treatment evidence while the packing requirements can still be discussed. ZCSA’s current published FAQ calls for used textiles to be accompanied by a fumigation certificate and supplied in well-labelled bales. It also refers to sourcing from a country free from epidemic. Ask the agency or your appointed agent to confirm current source-country acceptance and the evidence required for the intended consignment.

The public FAQ does not establish an accepted certificate issuer, document format, validity period or treatment specification for your order. Its packing sentence also ends at the word “transparent”, leaving that instruction incomplete. Obtain the current accepted bale-label and wrapping instructions before finalising the supplier’s packing request. Do not turn an unfinished website sentence into an exact packaging specification.

This timing matters when the requested pack and the accepted evidence need to refer to the same goods. A supplier can respond to a specific packing requirement before it becomes the agreed order detail. A certificate discussed only after packing may leave an acceptance question unresolved. Assign responsibility for obtaining and checking the required evidence; do not infer a treatment or certification service from a general export quotation.

Bale-format context only. Accepted labels, wrapping and treatment evidence must be resolved for the actual consignment.

The formal declaration also needs the right importer and agent. ZRA describes online appointment of licensed clearing agents through a module linked to ASYCUDAWorld. Use your correct importer account and TPIN, with the agent properly authorised for that account. ZRA’s commercial-cargo guidance describes electronic declaration before arrival at the border; appointing an agent and agreeing the goods description should not be left to the arrival day.

Give that agent the same category, condition and quantity information used in the supplier order. The invoice, packing information and transport document need to refer to the same shipment. Our used-clothing import document checklist covers the broader document-control work, and the packing-list reconciliation guide helps you resolve mismatches without rebuilding the whole process for each destination.

For Zambia, the additional point is that accepted goods, treatment evidence and packing belong together in the review. ZCSA describes assessing imported goods and documents. A certificate title or a general supplier statement cannot settle every part of that assessment. Keep the supplier’s feasible order details separate from the authority’s acceptance decision and the clearing agent’s declaration work.

Turn the Findings Into One Current Order Brief

Send one consistent set of order assumptions to the supplier and your appointed agent. If the supplier prices a mixed clothing load while the agent assesses a narrower list, their figures are not ready to compare. The same problem occurs when one party uses gross bale weight and another needs the assessable weight, or when their transport assumptions end at different points.

For an Indetexx enquiry, connect the available used-clothing bale options to the Zambia requirements already established. Category, grade, bale and packing requirements can be discussed, but the current written reply needs to say which requested details are feasible for this order. Include these inputs:

  • Zambia as the destination, with accepted clothing categories and explicit prohibited used-category exclusions.
  • The order-specific condition or grade definition, requested bale details and the weight basis used in the quotation.
  • The container option and named quotation delivery point, with included transport legs identified.
  • The treatment, packing or other evidence your authority or agent still needs accepted, and who will resolve each open item.

This brief is a practical way to keep the order and the assessment aligned, rather than a new statutory form. If a required exclusion or packing instruction cannot be met, resolve the goods proposal before approving the price. If the descriptions agree but the destination charges remain unclear, obtain the itemised assessment before treating the quote as the full import budget.

Frequently Asked Questions

Can I Use a Personal Traveller Allowance for Resale Bales?

No. Personal-use traveller allowances do not cover clothing imported as resale stock. ZRA’s import guidance separates personal goods from commercial imports. A used-clothing container for your wholesale business should follow the applicable commercial declaration and assessment process.

Can the Consignment Be Reviewed Before It Reaches Zambia?

Advance review may be possible under the applicable ZCSA import-quality arrangement. The agency describes batch, pre-import and annual schemes; ask which applies to your importer and consignment. Early review and a pre-arrival customs declaration can address questions sooner, but neither guarantees final release of the goods.

Is ZABS the Same Authority as ZCSA?

No. ZCSA’s official FAQ distinguishes its compulsory-standards enforcement role from ZABS’s standards, testing and certification functions. If an older guide simply says “ZABS clearance”, establish the current applicable process with ZCSA rather than assuming the two names are interchangeable.

Put the Zambia Requirements Into the Current Order

Your category choice can remain the starting point. The import decision becomes clearer when the supplier’s written goods and packing details match the appointed agent’s actual assessment. Resolve a mismatch before approving the order, and compare the quotation on the delivery and cost boundary you intend to use.
